Absolutely. If you look at the rebalance plugin (https://github.com/lightningd/plugins/blob/master/rebalance/rebalance.py) you'll notice most of the code tries to do some best effort guesses as to how to best balance channels. The actual code to compute the route is relatively simple:

C-lightning has a plugin that'll adjust the fees on channels based on the balances in the channel, i.e., higher fees if an htlc would drain funds from an already low channel and lower fees to encourage rebalancing channels with high outgoing capacity: https://github.com/lightningd/plugins/tree/master/feeadjuster

Additionally I use rebalance-lnd to rebalance channels manually. BOS can also rebalance as well as perfectly balanced.

Are you using channel rebalancing tools at all? Like Balance of Satoshis, or rebalance-lnd? I really like the latter.
