They try to find the newest version of the mod that is compatible with the configured settings. So basically a bunch of for loops and iterators. Much of it is contained here and here

I made a mod manager for Barony
The interface is pretty straightforward, you can filter and query for mods, download and remove them. Then inside Barony you just need to activate them. This is the project's page: https://github.com/arcticlimer/barony-mod-manager
