Best engine/tools to make games that are purely UI?
I've found libRocket to be a great UI library paired with SDL2 and OpenGL. It allows you to use a subset of html and css to design your UI, while handing rendering off to the renderer of your choice. This gives you the flexibility to add advanced visual effects during the rendering step.

A new wave of Linux applications
Nitpick: Zoom isn't Electron-based on any platform AFAIK. On Linux it uses Qt. On Windows it uses its own fork of DuiLib [1]. I don't know about Mac.
