Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Switching from macOS to Pop _OS
I haven't tried but it seems like you could use a keybinding daemon to effectively remap any application by changing layer in response to window focus changes.

It's 2021. There is still no option to rebind keys in a Paradox game
On Linux you could use ktrl layers to change the keyboard layout on the fly.

Switching from macOS to Pop _OS
Could try my Sorun.me script.. built for Ubuntu Budgie and installs a lot of dev goodies (can be read in a basic yaml config file before installing) and yes consistent shortcuts from my meticulously built Kinto.sh app.

Switched Work Computer from MacOS to Fedora 35 on Thinkpad - 2 Week Impressions
Apparently the creator of kinto.sh (the script to change shortcuts to be macOS-like) is working on a bigger script called sorun.me to make many things in Linux behave more like macOS. I'm not sure what's the extent, but I'll probably test that on Ubuntu Budgie too later.
