Is there a feature like this in Krita where you can change the color of a layer using a slider?
Use Pigment.O plug-in, which has the filling function.

how can I make Krita's interface look similar to sai? also, I'd like to know how to get a similar color slider that sai has, the HSV/HSL one.
You can just drag and drop the widgets to where you want. To get HSV/HSL color picker, you can try this plugin: https://github.com/EyeOdin/Pigment.O.

Create a palette out of an image?
You can try to use this plugin , it won't transform your picture into a palette but directly load your picture and you can pick color on it.

Using Pigment.o plugin
Hi, I've installed pigment.o using Import Python Plugin and it appears to have worked in so much as trying to install it again says it's already installed, I restarted Krita a few times but the thing is I can't figure out how to start the plugin. I assume it would be a docker but there's nothing in there or any other menu that I can see and I can't find any mention of how you actually start using it anywhere.
