Why won't the stupid custom node configs work??
The systematic approach probably is to debug the merge_configs plugin and find out at which point it fails. However, I see that this plugin also skips files with no access (line 151). So maybe this is a permission issue? Did you try to run kolla-ansible as root?

Write a ansible playbook that modifies the nova-compute container as needed. Adding files example Be sure to also modify the relevant policy.json

The other values to take a look are EXT_NET_RANGE, EXT_NET_CIDR and EXT_NET_GATEWAY, these environment variables are used by init-runonce script to define the provider networks.
