Working on a phoenix app & created a makefile & dockerfile which makes it easy to spin up a comprehensive phoenix dev environment from scratch. Tested on Ubuntu 20.10 but should work on 20.04
You should take a loot at asdf (or kerl and kiex) for a reproducible build of Elixir and Erlang.

There are other various version managers for other languages. Ruby has rbenv or RVM, Python has pyenv, Elixir has kiex, and many more. No matter what language you are on, the key is to find a language installation manager to handle the various versions that you may need to use.

There are multiple version managers available for Elixir. I particularly like and use kiex. It's really simple to use and to be fair, it's the one I've had less trouble with.
