How to create shortcut for Desktop Effect ?, I'm using grayscale desktop effect
Saw a different example like that some time ago but it was for toggling hiding title bars on maximized windows, so I copied the same structure. If you open the ~/.config/kwinrc you will see the config being edited when you enable/disable the effect in the gui, what way you know which key to change. As for the reload thing I discovered it while working on https://github.com/luisbocanegra/kde-material-you-colors/ :)

Is there a qml type that points to the location of the currently applied wallpaper
I tried to extract the image/color from these wallpapers when I developed the Automatic Material You color schemes generator as you can se here https://github.com/luisbocanegra/kde-material-you-colors/blob/main/src/utils/wallpaper_utils.py but I agree there should be a standardized way of get the current one and if is dynamic having a way to fetch some kind of a snapshot of what is displayed somehow.
