I don't know the technical specifications of ANSI art yet
took a closer look at this now that i'm not on a phone. it's certainly reminiscent of ansi style, but looks like pixel art? from a technical standpoint since you asked about specifications: ANSI is a textmode artform made using IBM codepage 437. If you want to try making ansi art proper the easiest way to jump in is to download a copy of the moebius drawing program and go at it with the default settings.. https://blocktronics.github.io/moebius/

Developing A Game Engine with Perl : Part 2 - Mouse Input
At some point I realized the only way to have the capabilities I wanted in the engine, was to design a graphics & meta editor. Which so far turns out to be basically an MSPaint program that draws in ANSI and contains game meta information. Up until now, I have been relying on procedural code / command line utilities (jp2a, img2txt) to convert jpeg's, gif's & png's images into ANSI, or 3rd party ANSI drawing programs like Moebius ANSI Art Editor
