I want to write a program to interface with my earbuds, where do I start? Is it even possible?
On GitHub there do appear to be some hits for Jabra, including something called the Jabra Node.js SDK... Maybe take a look at that. It seems to come with some sort of test-app for running through different API calls. Perhaps start with that.

What is holding VR back in your opinion?
Another thing to note is the claim that "VR Hardware development is hard", it's not that hard and most of the research has been done for us already. Look at something like the HadesVR, it's simple as heck to build and modify to whatever you want it to be.
