Is there any way i can choose a specific server in matchmaking?
I used this tool last year to switch my region to EU so I could get matched up against players of my own rank to rankup to GE works pretty well, no vac bans or such.
- My internet connection is unstable. If when searching for a match my ping is high for even the closest server, does the game take that as anything goes i.e place me in any region?

Yes it happens on Hong Kong and Tokyo servers as well. I can't even complete a match since. The only way is going into Sydney server by using Valve Region Selector
