CPU maxes out using iRacing
It's a 3rd party program that changes how the force feedback feels. I'm guessing you don't use it though. Here's the download link, and the video I followed to install it, if you want to try it out. Probably not the best idea to start adding more variables while you're trying to find a bug though.

Is irFBB still big improvement in 2023?
You have to find the latest version of it, irFFB2022. Someone created their own dev branch of the original and made some improvements/modifications. I use "60hz direct filtered 360" setting. The software uses telemetry and interpolation to add effects that are not present in the standard iRacing FFB. Here is the link to the version I am referring to: https://github.com/Fuzzwah/irFFB/releases I have a Thrustmaster TS-PC racer, and I personally think it drastically improves my experience with the FFB. I'm not sure if it is technically 'better' than default FFB in iRacing, but it absolutely feels more detailed and immersive. I am nowhere near a top-split driver so I would never even notice the latency. It is nice to be able to set up the force feedback BY CAR and have it SAVE AUTOMATICALLY, as opposed to having to ALWAYS adjust the FFB strength in iRacing when switching between cars.

Windows 11, IRFFB, V-Joy
I've noticed it fail to load properly a couple of times with Win11, but I kill it in Task Manager and launch again, usually fine 2nd time. What version are you using, there's a few variants now... I'm using this one from Fuzzwah: https://github.com/Fuzzwah/irFFB/

iRFFB helped me a lot catching oversteer, i'm a long time user of the tool, since the SOP effect add a force to the feedback that let you know how the back of the car is behaving. Be sure to use the patched and updated version by Rob Crouch: https://github.com/Fuzzwah/irFFB/releases
