Goshimmer in rust
I think the Bee node (the Rust implementation of the IOTA 2.0 node) is a little bit 'under the radar' right now. However it is progressing quite nicely. See here: https://github.com/iotaledger/bee/branches

Which networking layer is the iota tangle used?
IOTA Nodes, written in rust now, use UDP & addreses/domains to gossip. Yes you can use docker to run an IOTA node called bee now; a dockerfile is not available but could easily be made. There is a dockerfile for hornet.

Runnin a node.
I'm currently running a Hornet node on a Raspberry Pi 4. Just make sure to install a 64bit OS on it and you should be good to go. I installed Ubuntu server for example. You can easily install it via APT. Here you can see the repo: https://github.com/gohornet/hornet
