I think VMware is the simplest way to go, but it looks like VirtualBox will do up to macOS Catalina if using this script.

From a Linux box, I try to create a hackintosh VM in Virtualbox, I tried https://github.com/myspaghetti/macos-virtualbox/blob/master/macos-guest-virtualbox.sh but the boot hangs on `UEFI shell`:
