Best way to "watch" files with no daemon running?
If you want to have some long running program that constantly watches the file then there is the inotify crate, but I don't know if there is an async equivalent

What are some alternatives?
fswatch - A cross-platform file change monitor with multiple backends: Apple OS X File System Events, *BSD kqueue, Solaris/Illumos File Events Notification, Linux inotify, Microsoft Windows and a stat()-based backend.
conntracker - A good addition to your conntrack-tools package. Conntracker acts like a firewall sniffer, it analysis, realtime, with very low overhead, all iptables (or nf_tables) existing flows and inform you, at the very end of its execution, all flows in a sorted and consumable way.
