KVM-Switch USB passthrough, no USB Devices
You could probably hack this together yourself though. For pure qemu, u/darkguy2008 at some point wrote hotplugger. For libvirt, however, you're probably better off hacking this together yourself using udev rules and an attach/detach script that gets fired based on them. This old comment of mine might help to get you started with that. Note, however, that I never had to deal with device paths for hubs; they might not be as stable as you like.

I just came here to suggest that you can try my Hotplugger app, I made it specifically for sharing USB ports between VMs, dynamically depending on their on/off status. I figured it could help to solve some of your EVDEV problems :)

QEMU USB Redirection - How much overhead (cpu usage & latency) is there compared to when connecting to passthroughed PCIe USB controller?
Well, I made hotplugger ( https://github.com/darkguy2008/hotplugger ) as an app to configure USB port redirection per VM, and I used it with my Corsair Void Elite Pro wireless headset, a Logitech MX Master 2 USB receiver and a standard Redragon keyboard. I didn't experience any kind of latency in any of them compared to running them in bare metal.

Anyone Here Using Sway? Is It Stable? How Did You Install?
Ironically I know you can do this in i3 and xorg/gnome using xmodmap or editing the xkb file. I'm pretty sure wayland compositors should be able to read xkb-compliant files but the recommended way of loading that in is probabaly different between various compositors? You could also use a "second generation" interception tool that works at the event device level.

If this feels a bit limited (you have a few predefined options), there's also evsieve. Which allows you to do a lot more (like selective key pass-through, shortcuts, etc.).
