Yes, if you're talking about anime pictures. There is DeepCreamPy. The original repo has been deleted from Github, but there's information on how to find it in this thread. There's also hent-AI which includes a more experimental method.

I am just showing that jpg compression cast a digital shadow on itself that can be outside of the cropped area, which many people find unintuitive.

Matching the shape of this digital shadow (which is not very small (all the highlighted pixel region contain some info) ), combined with an educated prior on the missing portion (that must provide a way to represent the hidden portion in less bits than you can get from the shape of the shadow) , can help you recover the data.

Bluring or pixelating text is cool n all, but in most cases its best to hide the text completely, with a solid white block. There's tools out there which can reveal redacted text, if one were to blur/pixelate it using something like Shottr or CleanShot X. Once I found out about this, and tested it myself on an image I once sent to somebody.. I've always removed it entirely. Just to be on the safe side.

i know you blurred the router ident, but that kind of blurring can sometimes be reversed.

You at least know an approximate word lengths and can tell that some letters are caps or not. There are tools/techniques for guessing low resolution text.
