Can somebody AI upscale the whole thing?
Topaz might be worth a shot but looks markety as hell. Personally I prefer open source, so I gave IBM https://github.com/IBM/MAX-Image-Resolution-Enhancer a shot, but to no avail. Seemed like it distorted more than enhanced. I was also going through VapourSynth but they were bugged out. I think one of these projects will eventually do the trick
