14 years and this game still looks good (No mods)
I highly recommend using the newest version of ThirteenAG‘s Fusion Fix. It offers options to completely disable the green/orange tint, enables console gamma (less washed out colors), and also gives you the option to enable FXAA. Everything is neatly incorporated into the game‘s menus and works flawlessly with the latest version of GTA IV, no downgrade required.

gta 4 cutscenes dont work
I use Rivatuner statistics server. It's an app that can limit FPS and has an overlay for games where it shows FPS in corner. It can limit FPS to 1 if you want to. I'd recommend you to install FusionFix since it fixes a lot of issues related to FPS as well as some cutscene tweaks which might fix your issue. https://github.com/ThirteenAG/GTAIV.EFLC.FusionFix
