What features would you consider missing/nice to haves for backend web development in Rust?
Have you had a chance to take a look at Rust bindings for GStreamer? Those look pretty solid, and Rust is said to be one of officially supported languages.

About video editing
I saw a similar state when I went to write a video application in rust. I ended up choosing to use gstreamer. It's not as popular as ffmpeg, but I liked the API more.

Software suggestion for streaming a windows "indirect" display at 1680x1050@60Hz using h.265 hardware encoding to a Raspberrry Pi 4 with hardware decoding on same resolution (with ability to change bitrate)
gstreamer, has a NDI plugin, but I could not figure out how to compile yet.

Software to stream with HEVC + SRT + hardware encoding?
Can't verify this currently, but there is a NDI src plugin for GStreamer available for Linux: https://github.com/teltek/gst-plugin-ndi
