Nope, its available for all. /u/nobody5050 Discord's docs for slash commands are here; from a quick search, there is a Discord.py extension discord-py-slash-commands.

There are public GitHub repos such as https://github.com/ZerioDev/Music-bot which you can easily host on heroku for your own server. I used it personally and it even has free filters for your music like bassboost, 3D hearing which is trippy af, so you don’t have to deal with paywalls and you can modify it to your liking
