Need advice on how to "fix" my company's Drive structure.
I'm going through this with a sub-org we own. Luckily, management mandated that it's their responsibility to un-f*** the mess they themselves created. If you can get buy-in from above, set the option to allow users to create their own shared drives, and have them start moving stuff over. Short of that, welcome to GAMADV-XTD3 amigo.

Shared Contacts and contact lists
Complex and free: Still, use a Google Sheet to manage the contacts that are to be shared, but use GAMADV-XTD3 to add them as Domain Shared Contacts. GAM can even be scheduled to read from the Sheet, so changes are pushed to DSC regularly.

You can delegate the mailbox to yourself using GAM, you can look into Google Vault, or you can create routing rules to route all those emails to an additional location like your email.
