Is it viable to use Godot to develop a Tool?
Material Maker for example, it's shader-based and I think it makes sense to use Godot. I also made shader-making tool, it's meant for games and if I use Godot that should make it integrate well.

3D Asset Pipeline for Godot?
Procedural materials are either created in the Game engine directly, or with Tools like Adobe Substance Designer or Material Maker (free and open source, made with Godot). Material Maker exports directly to the Godot ready format .tres. Check out u/Arnklit youtube channel for a short playlist on Material Maker. If texture painting in Blender is too cumbersome for you, most game artists probably would use Adobes Substance Painter for texture painting. ArmorPaint is a Substance Painter alternative you can built yourself from source if you want to use it for free.

I tried to make an improved tiler (thanks to u/RodZill4 for patience and help).
Like Scale X and Scale Y in your case, some parameters could be transformed into inputs "out of the box" by Material Maker per user request. I made a proposal to to this https://github.com/RodZill4/material-maker/issues/178
