Highly recommend Fill the blanks plugin for learning programming languages. Especially combined with Syntax highlight for code it makes it much easier to familiarize with various frameworks and technologies. Also I use LPCG for poetry and lists.

Simple Cloze Overlapper template for Anki 2.1 (probably any version, as it's JavaScript-only)
I got a bit confused with the original Cloze Overlapper, and it felt a bit wrong to keep redundant information in our collections. The author also keeps updates for Anki 2.1 behind a paywall.

Can ANKI be effectively used for memorizing statistics and facts for debates and speeches?
With that said, this is very much a subject Anki can help with. I'd say to go beyond basic key term/definition cards and add in basic "trigger" cards, cards with a front side that would resemble common prompts or questions you are likely to experience on the debate side of things. On the speech side of things, it would probably be helpful for you to use Cloze Overlapper cards (2.1 version) to memorize your talking points (just the points. Unless you're using direct quotes, just memorize the points).
