Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

On the other hand, this is a shellscript under 1000 lines. It won't work in a general case (obvious example: try writing some JSON into a commit message), but at least it's straightforward.

Search code on stage for commit and give warning
I don't know if there's an extension, but git hooks are a pretty good solution for this. See this stackoverflow question for an example, or git-confirm, a hook someone made which seems to be able to do what you're looking for.
