The chart is built with ggplot in R, specifically the excellent ggsankey package. The chart is built off of news articles from 75 US news outlets.

The work is done within a secure, remote connection, so I'm not able to copy/paste the code outside of the server. I could write up a mockup version if people are really interested. I cleaned the data and made this in R with the ggsankey package. There are nice tutorials.
