Can I run my own Python code in Galaxy?
To make a tool out of it you'd need to 'wrap' your python script to be installable by Galaxy. Example of such wrapper can be seen here. Mind that in order to install tools to Galaxy one has to be an administrator of the instance (or know one ;).
