https://fritzing.org/ will kind of lay out the PCB for you, but it's kind of a pain in the ass.
Wokwi and Fritzing are more "Breadboard Simulators" than real circuit simulators, but they do have their place.

Fritzing is open-source, so you can just download it from github: https://github.com/fritzing/fritzing-app and build it yourself. Might be worth a buck or two to download a pre-built version though...

double sided perfboard options
For designing them there are various tools out there. Personally I find https://easyeda.com/ and https://upverter.com/ easier to get started with. Other popular option (but with a much steeper learning curve) are kcad, but I have always found that to be clunky UI. https://fritzing.org/ is another local option that is easy to use but last time I tried it would crash on me all the time making it basically unusable - maybe it has improved since I last tried it.

KiCad Project Makefile
One of the features that peaked my interest with the release of 7.0 was kicad-cli. I've wanted a built in tool for CI/CD for a while. I know there is Kibot but to be honest, I found the base configuration a little overwhelming and also struggled to get it running locally on a macOS setup - without tainting system Python.

KiBot [0] is super handy for this, the documentation has an explicit section on CI/CD usage.
It's a bit clunky (not KiBots fault at all, it has to basically script drive the GUI to achieve some functionality which has now been added to the kicad cli) so hopefully going forward CI/CD with KiCad will be even easier!

KiCad 6.0.0
I've been bitten by the DRC before, but KiBot[0] renders that moot. I have it running as a pre-commit hook, and it generates my Gerbers and everything. That way, all this stuff is automated and I can't make a mistake.
