If a PGP message is encrypted for multiple recipients, is it possible for the recipients to determine whether or not the message has other recipients?
It's outlined in the v3 standards document (see Chapter 2.5). A v3 descriptor is encrypted using two layers. The first layer can be decrypted by anyone in possession of the v3 public key (which is fully contained in the onion address) and is meant to protect against guessing valid onion service names based on the descriptor specs in the directories.
