How bad of an idea is it to use 12v, car lead acid batteries for a 100v battery pack?
Check out FoxBMS if you want an open source BMS... it is developed in Germany and looks very capable, plus you can modify it if you want to make something specific to a module you are using. (https://github.com/foxBMS/foxbms-2)

Reprocessing 18650 laptop batteries for awhile, would appreciate comments technique
I've been doing almost the exact same as you for about 4 years. I do the testing a 1A though. Always with me on hand to check temp every 10-15 mins. If they get hot they are out. I've managed to build up over 1000 now (processed maybe 4-5K with no fires) in prep for a DIY Powerwall using the DIYBMS https://github.com/stuartpittaway/diyBMSv4 I note the capacity and IR in an app I made for keeping track of all my cells and jot the capacity and assigned number on them so when I make packs I can easily find them.

I want to build a battery for a controller board, and I would love to re-use this laptop battery
BMS is probably the best way to do it.. It costs the most, but it's the best as far as feature set and safety IMO. I use this one for my solar generator: https://github.com/stuartpittaway/diyBMSv4 - your charger can be dead stupid in this case. I am using a simple solar charger in my example. 12v in, 24v charging to my cells and the BMS handles all the balancing.
