BMS is probably the best way to do it.. It costs the most, but it's the best as far as feature set and safety IMO. I use this one for my solar generator: https://github.com/stuartpittaway/diyBMSv4 - your charger can be dead stupid in this case. I am using a simple solar charger in my example. 12v in, 24v charging to my cells and the BMS handles all the balancing.
