I've fiddled with the Cloudformation templates from the Fortinet Github repository, and got everything working, in as much as it runs and fails over across two AZs. Packet capture limit
A was already suggested, for longer packet captures, consider going with the CLI-based sniffer via SSH. For the final conversion to pcap file, I would recommend https://github.com/ondrejholecek/sniftran
