eyedropper-api VS create-react-app

Was curious about this as well... a quick google shows it's a new API in the works (see here) and only partially supported.

A major component of many eye droppers, like those in design tools, is that they also show a preview swatch of the hovered color. You can use this to compare it to another swatch or quickly check a HEX code. The current API does not offer this over security concerns. We have filed an issue against the EyeDropper API on GitHub for this: #6 Live feedback is needed.

The EyeDropper API has landed in Chrome and Edge 95! This is a simple promise-based API that lets you select a color from anywhere on the screen. Let's dive in and see how it works.

I recommend finding some friend with modern experience or at least some youtube tutorials or at least some learning course. That would help you to catch up on the best way to bootstrap your first project. Then you can practice.
