Is there a simple software to detect beats in audio and save those timestamps in a file?
I'd also recommend Essentia - example of rhythm detection here. It's an all-round great library for audio analysis/synthesis.
- Declarative, non-intrusive, compile-time C++ reflection for audio plug-ins

[D] Audio processing on mobile devices
Consider Keras Audio Preprocessors. You can basically use that to insert a convolutional layer into the beginning of your TensorFlow model that has fixed weights that will convert the raw audio frames to STFT and Mel-Frequency Spectrograms.
