Searching for a SSH connection manager for remote users
You might be seeing a custom in house solution. I guess it's an LXC interface or an SSH manager like a modification of NCCM: https://github.com/flyingrhinonz/nccm

Command line ssh connection manager
I searched for the exact same thing and the only one I found was 'nccm' (https://github.com/flyingrhinonz/nccm). I don't use it every time because it has a separate configuration file than your .ssh/config file, but it helps when i need to search for a box name.
