Which library should I use for creating an overlay?
Is this for a game you're making yourself or are you hooking into a game? you could look into the egui-d3d11 fork for some helpful examples, it's a bit premature but it does support keyboard and mouse inputs egui-d3d11

Are there any standalone emulators with current plans to incorporate librashader?
librashader can be the building block for an injector but injection and rendering are two separate concerns. I might think about building something out in snowflake-ingame but ideally standalones would use it for the best looking result.

Iām doing exactly this over at snowflake-ingame with imgui-rs and the extra complication of using a shared texture object. Feel free to take a look.
