https://github.com/diagrams/diagrams-input/ can read SVGs into diagrams, although it is unreleased and possibly slightly bitrotted tested to build with GHC 9.2 -- YMMV.

svg-tree has only had 3 commits since then: https://github.com/Twinside/svg-tree/commits/master and only one in the '20s -- which just matches the "metadata revision" on hackage.
