Is it possible to use this with Nebulo?
OS traffic with custom DoT on the Private DNS settings. Some providers support both DoT and DoH, and I can confirm with the official OpenVPN client, Private DNS settings take precedence. If you have a server of your own, you can also run a DoT gateway to a forwarder in that server.
