This certificate is signed by the NNS subnet public key, and contains a merkle proof that verifies the sha256 of the index.html returned. The actual verification can be done by using the open source agent-js library. In fact whenever we see the "Installing Internet Computer Validating Service Workiner" screen, it is downloading a webworker javascript that will verify the ic-certificate field of all resources that are about to be loaded into the browser from the internet computer.
