Is it alright if I clone another project and just edit the content if I understand the source code?
Yes it's alright as long as you comply with the restrictions. It's basically V2 but, with slight modifications. If you want to use their source code as a base make sure your project is also licensed under GPL V3. Meaning you can't take the Author's project, modify it and make it proprietary or any other license other than GPL V3. This is what I understand. I'm happy to be corrected.
