Yes it can. Look into to config/archives/ directory (example here, though I only use official repositories for this build, it will work with custom repositories made with aptly) - and section 8.1.5 of the manual.

Haha OK, man. I get the feeling, I really do. And in case you're still interested there might be a metric shitload on how to install a minimal server and here's a script to create a headless installation image.
