My team spent quite a bit of time dealing with this on Windows. We ended up creating a library specifically for gracefully shutting down windows. We wrote about it in the README of the repo https://github.com/thefrontside/ctrlc-windows The solution required quite a lot of research and some Rust code. If you end up needing Windows support, you can use our library. It abstracts away all of the hard parts of getting Rust setup.
