On top of your state's DOI, there are a few agencies that can (typically) be used to bring insurance and other companies more swiftly into compliance with the laws they're meant to proactively follow:
* Many state AGs are responsive to well-documented problems and will send a warning on official letterhead.
* This won't work for insurance, but the CFPB[1] has a relatively smooth complaint process for financial issues, and (anecdotally) generally produces a rapid outcome.

Between those dates, Bank of America allegedly charged fees repeatedly on the same transaction, failing to honor special offers and rewards, and enrolled consumers in credit cards without their knowledge or authorization to meet sales-based incentive goals. This resulted in the bank pocketing hundreds of millions of dollars from the fees, which substantially harmed consumers, the Consumer Financial Protection Bureau (CFPB) decided this week.

Look into the snowball vs avalanche methods for debt repayment (see here for an article overview and here for a reddit discussion). Figure out which one is more likely to be more helpful to you given your current financial situation and make a payment plan based on whichever method you decide to follow. Given that you're visibly struggling with cash flow, I'd tentatively recommend the snowball method (at least, at first) so that you can eliminate a few of the smaller balances you're struggling with and free up some money to pay your other expenses. Then the two of you together can start making decisions on how to move forward. And you can support each other in making the right choices along the way. Consider reaching out to workforce development organizations. Maybe the problem is your resume, and they can help you improve it. Maybe they'll know about other job opps. Work it!
