I agree remote management is the "least convenient" aspect of SQLite. If you have control over the remote VM where the DB is hosted, you can also run something like ClouDBeaver[0], Datasette[1] or sqlite-web[2] as a Docker container, then connect to it from your laptop.
The reason I wrote litexplore was that those approaches require exposing extra ports, managing authentication, etc. With litexplore, you just need the sqlite3 CLI (compiled with the JSON1 extension) installed in the VM and a way to access it over SSH.
litexplore is still in early stages and I have some updates planned in the following 2 months, but the basics are working.

Now, if only they would stop trying to be cute and give their releases actual version names instead of castor and pollux. There's also a version 20.0.6, but the latest release on GitHub is 1.2.0, but the changelog in the README says 20.0.6 is the latest.

LaTeX and Neovim for technical note-taking
I use Anki the exact same way. After a lifetime of learning I have accepted that I will never read over anything I write for myself voluntarily - so my two options are:
1. Write an article so good I can publish it and look it over myself later on. I did this last year with https://andrew-quinn.me/fzf/, for example.
2. Create Anki cards out of the material. Use the builtin Card Browser or even https://datasette.io/ on the underlying SQLite database in a pinch to search for my notes any time I have to.
