What is the best 3DS emulator for MacOS?
A quick google search shows that you can try building citra from source using these instructions. If you're not familiar with using homebrew and cmake, you might try this guide instead. Comments online seem to indicate that people have done this successfully on m1 macs, but ymmv.

Help with 3DS core
As I said, 3DS is not an easy system to emulate (needs a powerful computer, a decrypted rom or 3DS decryption files), and RetroArch is a bit advanced for those new to emulation, so I repeat that the Citra standalone version can be easier (you will also need the decrypted rom or decryption files there). That's why I said before that maybe an older system is better to start learning, in them you won't need it, but it's your choice. Again, search for videos or feel free to ask, if I know how I'll try to help you.

I prefer playing the game on the real console but if you have a really good mobile controller and an android phone, Lemudroid is an amazing option to play DS games. For 3DS games and RTDX, you'd better off play them on a real 3DS (which can still play DS games) and Switch although Citra and Yuzu can play them with reasonably good performance.

Can I play pokemon stars rom hack on my steam deck ?
Pretty much all you have to do is get the most recent build of Citra from the Discover store in desktop, as Citra runs natively on Linux. From there, set up the emulator in game mode (by adding it as a non-Steam game in desktop mode) with controls that are to your liking. Acquire the ROM you need in some manner (preferably in a legal way), patch it on the Deck or on a device of choice, and load it into your Deck to run. If you really want to go the extra mile, you can also set up a program such as Steam Rom Manager, which will allow you to automatically boot into a game or your liking via your Steam library in both desktop and game mode.

PCSX2 for MGS2 and 3 https://pcsx2.net/ Optionally, you can use Citra to play the 3DS version of 3, but not recommended unless you can make a dump of your own MGS3D cartridge. https://citra-emu.org/ I will not link to any of the ROMs however.

Which capture card to buy for 3ds and how to set it up?
This method requires you to first install CFW, then use Nanquitas' custom 3GX Loader Edition of the Luma3DS boot.firm to allow you to run BootNTRSelector, which you can then view with Snickerstream (or NTRView if you own a Wii U). This particular method (via NTR) only works on New models, but there is an alternate (and now deprecated/unsupported) method for Old models.

There is only one widely used custom firmware, and that is Luma3DS. NTR is available as a sideloaded CFW that runs as an application within Luma3DS, but it only works with the custom 3GX loader version or outdated versions.

These days, you install NTR in the form of an application (most commonly BootNTR Selector). You run this application every time you want to enter NTR; it runs alongside Luma3DS.
