Both of these use a database to store their data. I have a simple API that I use to add new pastes and new URLs. I actually have a NoobShort CLI that you can check out at newtoallofthis123/short_cli. It is quite easy to use and it is one of the first CLI's that I wrote in Rust. You can just install it using cargo install nshrt and then you can use it to shorten URLs.
