I use charge-lnd to automatically rebalance by channels via fees. My charge.config is heavily inspired (stolen) by this article.

Rebalancing Channels
I use charge-lnd to adjust fees proportionally to the channel state encouraging outflow if most the sats are on my side, and discouraging further outflow if most sats are already on the peer side.

Absolutely. If you look at the rebalance plugin (https://github.com/lightningd/plugins/blob/master/rebalance/rebalance.py) you'll notice most of the code tries to do some best effort guesses as to how to best balance channels. The actual code to compute the route is relatively simple:
