The easiest way is to download the already generated savegame of Boston.

How do I generate an empty world?
I needed something similar for an experimental mapgen I'm playing with. If you are familiar with python, here you have some functions to clear an existing savegame: https://github.com/Crul/cdda_osm_maps/blob/main/generate_cdda_map.py (I'm in the process of migrating it to C# but it's not pushed yet).

The current implemention (Github repo) just generates an empty world with roads. It ain't much, but they are !!!REAL WORLD™ roads!!!
