This Seems Familiar
Idk what the title is about, but it does indeed seem familiar. There is a source game for surfing, bhop, rocket jumping, sticky jumping and more called Momentum Mod. It basically already has all the planned features of your game and it also supports all existing source maps.

If you want to play offline, either join a surf server first, or download the standalone surf game https://momentum-mod.org/ and you don't have to worry about the settings.
