- Can I make my own Pop'n Music songs either in a Pop'n Music game or some other rhythm game?

Getting into iidx
8 note lanes can be hard to read for anyone just starting out on IIDX. I would also suggest giving BMS, osu!mania 7k, or even DJMAX and EZ2ON 6k/8k a try at home to start the reading brain training.
-
any rhythm games intro? similar to o2jam, or IIDX but on mobile or PC?
I also second Beatoraja and Lunatic Rave 2. Beatoraja is more modern, but can be fucky to set up if you don't know exactly how Windows locale shit works. LR2 is old as fuck and pretty jank, but it's been the standard for over a decade for a reason! You need to get your own songs for them though, they don't come with any defaults. However, the scene for them is MASSIVE so you will literally never run out of songs for them once you do find them.

BMS (beatoraja)

question
You would have to install multiple programs. First, install LR2(http://www.dream-pro.info/\~lavalse/LR2IR/search.cgi?mode=download) or Beatoraja(https://github.com/wcko87/beatoraja-english-guide/wiki). These programs are use d to actually play BMS.

Is there an emulator that runs Bemani games? (DDR/Beatmania/Pop'n Music)
and if you google "BMS starter packs" there are a few good ones out there, including some listed on the github page for beatoraja :https://github.com/wcko87/beatoraja-english-guide/wiki/Downloading-Songs

PIURED: a web-based pump it up engine!
Hey, if you want a Pump-style theme that's easy enough to set up on Linux, I've been working on Infinitesimal with a few others! It's an OutFox theme, so pump-style gameplay is a lot more accurate than what you'd find in older SM5 builds, and once the Alpha V update is released pretty soon here, the new piu gamemode it includes will be even better and more accurate than the current pump mode

What’s the best way to play DDR on PC these days?
They have the links in r/Outfox or you can get it from https://projectmoon.dance/

How to get PIU PC?
PIU Infinitesimal, a theme I'm working on for Project OutFox
-
both games are great. OSU is better for improvement and fnf is a good starter pack for knowing the basics
Play Stepmania 5 or Project Outfox instead

i just downloaded stepmania 5.0.12 and upon trying to play it, this came up. what do i do to fix this?
I would suggest downloading the next generation of StepMania instead! But, if you have some proprietary reason for running 5.0.12, then I guess I understand.
-
so Ive been playing StepMania for about 5 or so hours now after getting bored of Friday Night Funkin and I LOVE IT. Here's a recording of me playing :)
If you're having performance issues I'd recommend trying Project OutFox (https://projectmoon.dance/) it will support anything from the current version you're playing, including the theme.
